Section 15: Power to remove difficulties.

(1) If any difficulty arises in giving effect to the provisions of this Act, the Government may, by order in the Telangana Gazette, make such provisions not inconsistent with the provisions of this Act as may appear to it to be necessary or expedient for removing such difficulty:

Provided that no order shall be made under this section after the expiry of two years from the date of commencement of the Telangana Gaming (Amendment) Act, 2017.

(2) Every order made under this section shall be laid, as soon as may be after it is made, before each House of the State Legislature.

Explained:

Section 15 of the Telangana Gaming Act, 1974 deals with the power to remove difficulties in implementing the provisions of the Act. The present Section 15 was substituted by the Telangana Gaming (Amendment) Act, 2017. Therefore, it is important to distinguish the present provision from the earlier Section 15, which dealt with games of skill.

Under Section 15(1), where any difficulty arises in giving effect to the provisions of the Telangana Gaming Act, the State Government may issue an order in the Telangana Gazette to make provisions necessary or expedient for removing that difficulty. However, such provisions must not be inconsistent with the Act.

The provision also contains an important limitation. The Government could exercise this power only within two years from the commencement of the Telangana Gaming (Amendment) Act, 2017. Section 15(2) further requires every order made under this provision to be laid before each House of the State Legislature as soon as possible.
